In plain wordsKeep to the middle way and go speak to those above; your advice will be taken. A good time to use this trust to do something as big as moving the capital.

告公從,以益志也。
"Report to the duke and he follows": because the purpose is to bring increase.
The small Image commentary is the earliest explanation of the line texts. It usually explains a line from its position: where it stands, whether it holds the center, and which line answers it.
Verdict
吉Favorable. This text describes a good outcome. Act the way it says and the matter can succeed. The promise has a condition: keep to the right course.

Asking about work, love or money
- Work
- Your proposal comes from concern for the common good and takes no sides, so when you raise it with those above, it will be heard. You can use this trust to push through a major change: a new direction, a new structure, even a move.
- Love
- If you want to move the relationship a big step forward and make a major change together, say so calmly. If it is for the good of you both and nothing extreme, the other person will hear it, and you can lean on that trust to decide together.
- Money
- Big changes with money, a new way of doing things or moving the business elsewhere, can be made now. Talk it over with the people involved first, with the aim that everyone benefits, and move once you have their support to lean on.
This is how to read it when this is the only changing line. With several changing lines, first see which text governs; for the hexagram as a whole, see Yi.
Line position
A yin line in a yin place: it is in its proper place. Its partner is the first line, which is its opposite, so the two answer each other.
Fourth place: next to the ruler, a place of caution. Serve those above with care.
When you get this line
If this is the only changing line in your cast (three inscribed sides, old yin), this line is your answer. The primary hexagram is Yi (Increase); when this line changes it becomes Wuwang (Innocence): hexagram 42 changing to 25.
